I've been doing a lot of reading about developing breasts. I also spoke with my endocrinologist, and apparently, LOW testosterone can cause male breast development because the estrogen to testosterone ratio is off, so the estrogen tends to work the same as it would for a female. Even genetic males produce low amounts of estrogen naturally!
If your testosterone levels are too low, and they remain low even with testosterone injections, your body can actually convert the "excess" testosterone into estrogen!!
Testosterone shots (I.e. Synthetic testosterone) can also increase male breast tissue as a side effect. So even if you get your testosterone levels where they're supposed to be, a possible side effect can be breast development.
Excessive testosterone can also increase breast size.
According to my doctor, as well as material I found online, excessive use (multiple times per week) of Marijuana can also stimulate breast growth in men. Something about the THC bonding to the estrogen and raising the levels. This is also apparently a greater risk with synthetic marijuana, and from what I have discovered through research, it's extremely difficult, if not impossible, to determine if marijuana is real or synthetic with a lab test.
Being overweight adds excess skin to the chest, especially after losing a lot of weight, so the breast tissue can fill-in like natural breasts. You will need to gain then lose a lot of weight for that to work, but that's probably not advisable due to obvious health concerns.
Apparently some Transgender women (MTF) purposefully gain excessive body weight, then lose it, typically several times, to stretch the skin on the chest. This way the breasts appear to be larger.
Add the above information and the breast tissue fills into the excessive skin on the chest, giving a more natural look. People who are going to have breast enhancement surgery tend to do this the most, but some Transgender women gain and lose the weight so their breasts will grow without the use of painful and expensive surgery.
There are pros and cons to having male breast tissue, but it can be a wonderful experience if that's what you want! Just be very careful. You only have one body, so consult a pro-Transgender endocrinologist or other medical professional to discuss your options so you can make a safe and informed decision about breast development.
And of course, Estrogen injections are probably easy than everything I listed above, but if your insurance doesn't cover Estrogen injections, talk to your doctor about other alternatives. Maybe breast forms are a better solution for you. :-)
HELPFUL REMINDER: It's probably never appropriate to refer to a Transgender woman's breasts as "man boobs". It's been said to me a few times by other people, so I know how insensitive this term can be. We don't refer to a woman's breasts as "woman boobs", so it can be hurtful to some people to splice the male and female label together in reference to how someone is transitioning. :-)
